The NICHD's Office of Extramural Policy provides guidance and interpretation of NIH policies related to extramural research grant administration; coordinates the development, publication and implementation of new programs and initiatives; plans and coordinates council actions related to second-level review of grant applications, appeals, concept clearance, and other special council actions; and coordinates requests for "large grants" and conference grants as needed.
